We envision a future where disaster-impacted communities have the legal knowledge, tools, and capacity to navigate aid systems, assert their rights, and rebuild on their own terms
ELR works at the intersection of on-the-ground response and national advocacy. Our team is embedded in the communities we serve- meeting directly with survivors, partnering with local organizers and mutual aid networks- while also participating in state and national coalitions that shape disaster law and recovery policy. This dual role allows us to track patterns, identify common barriers, and translate lived experience into tools, strategies, and policy insights that can benefit other regions. We build knowledge from the ground up and use it to inform broader systems change.
Work with communities to identify local recovery challenges: We co-create trainings and events for disaster case managers and residents.
Make and share free resources: We work create flyers, videos, and easy-to-use guides with clear, reliable information about disaster rights and recovery.
Build shared understanding through social media: We post and share timely, useful content online to help more people prepare for and recover from disasters, together.
Get critical information out fast during disasters: We use online tools and remote networks to quickly share verified updates and resources.
Train emergency responders and disaster case managers: We help other advocates recognize common legal issues and know where to turn for help.
Connect people with the systems and support they need: We bridge the gap between survivors and the legal aid providers, government programs, and advocacy efforts.
